Department: Youth Programs                                            Reports to: Senior Vice President                                                                                                     

Position Summary:  Provide leadership and oversight for the operation of a continuum of Youth Programs, including two interim housing programs, two transitional living programs, an emergency overnight shelter, and a street outreach program, serving youth and young adults ages 14-24 and when applicable, their children.  


General Purpose:  Create and maintain housing and outreach programs for youth and young adults that are safe, nurturing and aligned with the values and mission of The Night Ministry; and that meet all requirements of regulatory agencies, funders and the organization.

Position Responsibilities:

  • Provide leadership in the implementation of strategic goals for Youth Programs:
  • Foster a mission-driven, cooperative culture for all youth programs that ensures collaboration and develops opportunities for improved communication, cross-training, efficiency, and shared resources across programs.
  • Develop and implement consistent philosophies of service that cross all youth programs, ensuring that programs are designed and delivered in ways that develop client strengths and are consistent with best practices, licensing standards and TNM values.
  • Recommend program changes, improvements, or expansions.
  • Analyze problems, identify solutions, and project consequences of proposed actions.
  • Ensure that all programs, staff, and operations meet or exceed requirements of licensing entities and funders.
  • Work closely with Director of Mission Fulfillment to develop program goals and outcomes, and create a process for continuous improvement and learning via critical analysis of program outcomes.


  • Provide oversight for the daily operations and management of the continuum of Youth Programs:
  • Lead Youth Programs Management Team, including regular meetings to facilitate collaboration and resource-sharing across programs.
  • Ensure that programs are functioning smoothly using solutions-focused, cooperative teamwork that encourages participation at all levels, including youth served.
  • Develop, implement, and review Youth Program policies and procedures regularly so that they are internally consistent.
  • Develop, prepare, and manage annual budgets for programs; monitor and approve expenditures against budget considerations.
  • Oversee development and supervision of staff to operate programs on day-to-day basis. Establish a short- and long-term training plan for new and existing staff in Youth Program philosophy of service.
  • Primarily responsible, in partnership with the Mission Fulfillment Team, for data entry, tracking and reporting for program management and funding reports. Oversee data management expectations of all direct reports.
  • Monitor and evaluate a standardized system of on-call crisis intervention for Youth Programs. Oversee the provision of 24-hour crisis intervention back-up for direct service staff.
  • Oversee staff participation in all program and licensing audits, ensuring that all materials required by auditors are readily available, accurate, and complete.
  • Oversee development and implementation of meetings and other communication tools needed to implement program structure. Lead and/or attend meetings as appropriate.
  • Ensure that all reports, projects, special assignments and regular tasks are completed accurately and on schedule.


  • Represent Youth Programs and/or The Night Ministry in external settings:
  • Maintain relationships with other youth providers, coalitions, and/or collaborations. Attend or ensure representation at key meetings where these relationships develop.
  • Ensure the conduct of outreach needed to generate referrals to and across programs. Work closely with the Vice President of Strategic Partnerships and this department to develop strong service linkages with other organizations, programs, or institutions.
  • Work closely and cooperatively with TNM's Development and External Relations Dept. on fund raising and public relations. Occasionally participate in tours and fundraising events. Represent TNM to media organizations as required.
  • Represent TNM in public forums and meetings, including but not limited to government bodies.
  • Participate in regular Youth Program meetings as able or needed, quarterly All Staff Meetings, and other meetings or events, as assigned
  • According to The Night Ministry's policies, this position is expected to carry a cell phone and is eligible for partial reimbursement of monthly cell phone bills.
  • Complete other duties as assigned.


Essential skills and experience:

  • Master's Degree in Social Work or Human Services field from an accredited college or university.
  • Minimum 7-10 years' progressively responsible experience managing youth programs, with at least 5 in residential services.
  • Minimum 5 years' experience in staff supervision.
  • Strong writing and communications skills; expertise with Microsoft Office Suite.
  • Valid driver's license and good driving record required; willingness and ability to drive agency vehicles, including 15-passenger vans, when needed.
  • Meet all requirements of Department of Children & Family Services, including health clearance and criminal background check.


Nonessential skills and experience:

  • Spanish language skills
  • Familiarity with HMIS, Efforts to Outcomes, and other record-keeping databases for tracking program outcomes
  • Familiarity with licensing guidelines for the Illinois Department of Children and Family Services

  • Work environment: While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time. The noise level in the work environment is usually moderate, but may vary at the different locations required in this job.


Compensation: Position offers base salary with benefits package.
